Article 1 Organizational Leadership
1. In accordance with the anti-doping regulations of the State Council, the State Sports General Administration and relevant international sports organizations, the China Bodybuilding Association is responsible for the specific work of anti-doping inspection plans, publicity and education, supervision and management, and penalties for violations across the country's bodybuilding projects.
2. The Anti-Doping Committee of the Chinese Bodybuilding Association is responsible for anti-doping in bodybuilding projects
The daily work of the agent.
3. The Anti-Doping Committee of the China Bodybuilding Association is composed of leading members of the China Bodybuilding Association and relevant experts.
4. Provincial bodybuilding associations need to establish an anti-doping working group to be responsible for various matters related to anti-doping work in the region.
(1) Report the names, positions, and contact numbers of the members of the anti-doping working group to the Chinese Bodybuilding Association in writing, designate one of them as the liaison officer, and provide their names, contact numbers (available 24 hours a day), fax and Report to China Bodybuilding Association via email. 5. Registered athletes and organizations must sign an anti-doping responsibility letter with the Chinese Bodybuilding Association to ensure that athletes do not commit doping violations.
Article 2 Publicity and Education
1. All athletes registered with the China Bodybuilding Association must submit an anti-doping guarantee letter and a recent two-inch photo (the photo is affixed to the anti-doping guarantee letter) when registering. The letter of guarantee must be signed by the athlete himself.
2. Provincial bodybuilding associations and athletes’ registration units must carry out anti-doping knowledge education and training for their athletes at least 1-2 times a year to raise ideological awareness and strengthen prevention. The China Bodybuilding Association will inspect and supervise the anti-doping education and publicity work of participating units and provincial bodybuilding associations from time to time.
3. Before participating in international competitions, athletes must undergo an anti-doping knowledge assessment and doping test. Only those who pass the examination and doping test canParticipate in international competitions.
IV. During the national bodybuilding competition, the Anti-Doping Committee of the Chinese Bodybuilding Association will organize anti-doping education and publicity activities and conduct anti-doping knowledge training and examinations for athletes and team related personnel participating in the competition. 5. The registration unit of athletes must strengthen the management of the use of nutritional products by athletes, and must keep detailed records of the name, brand, production company, sales company, purchase time and other information of the nutritional products taken by athletes.
Article 3 In-competition doping testing (urine test, blood test)
1. International competitions and domestic competitions held in China hosted, undertaken or approved by the China Bodybuilding Association will conduct in-competition doping tests.
2. In international and national competitions, athletes must stay in the competition venue within 30 minutes after the end of the competition and wait for notification of doping tests. Those who fail to undergo doping tests after the expiration date will be punished according to anti-doping regulations.
Article 4: Out-of-competition doping testing (urine test, blood test)
1. All athletes registered with the China Bodybuilding Association are obliged to accept doping tests at any time and place. The inspectors do not need to explain any reasons.
2. In order to ensure the quality of out-of-competition doping inspections, the China Bodybuilding Association entrusts the Anti-Doping Center to conduct "unannounced" out-of-competition inspections, and participating units of all provincial bodybuilding associations must assist them in their work.
3. When inspectors holding valid certificates arrive at the out-of-competition inspection location, no one may block the inspectors for any reason. The athletes being inspected must undergo inspection within the specified time.
IV. Any athlete registered with the China Bodybuilding Association who leaves his or her permanent place (for any reason) must report to the Anti-Doping Committee of the China Bodybuilding Association for record by text fax or email 48 hours before leaving the place of residence. .
5. If an athlete must temporarily relocate due to family members being sick or critically ill or other special circumstances, they must report the flight, train number, seat number, etc. to China Bodybuilding by phone, email, or fax 4 hours before leaving the training location. Article 5 Requirements for reinstating athletes’ qualifications during the suspension period
1. According to the relevant regulations of the Chinese Bodybuilding Association, any athlete who has been suspended due to doping issues must undergo at least 4 doping tests during the suspension period (each time must be interval of more than 3 months), and after passing the examination, submit the inspection record sheet and inspection results to the China Bodybuilding Association for record before you can participate.
2. The method of accepting unscheduled inspections during the suspension period is as follows: the suspended athlete reports the whereabouts information to the Anti-Doping Committee of the Chinese Bodybuilding Association. The athlete must undergo anti-doping inspections by the China Bodybuilding Association at any time during the suspension period.Out-of-competition testing conducted by the Doping Committee.
3. Athletes shall be punished for the cost of four doping tests during the suspension period

Article 6 Punishment
1. Punishment principle: Those who violate the regulations will be punished, and units and individuals who have not violated the regulations will not be punished.
2. Punishment for relevant personnel and units who are positive for doping:
(1) Any athlete registered with the Chinese Bodybuilding Association who is tested positive for doping will be banned for 8 years and fined 20,000 yuan for taking Category I stimulants, and will be banned for 4 years and fined 20,000 yuan for taking Category II stimulants. , those who do not pay the fine will not be able to lift the ban, and those who are tested positive for doping for the second time will be banned for life.
(2) If the registered unit provides athletes with banned drugs, it will be fined 40,000 yuan and banned from competition; if the registered unit does not provide athletes with banned drugs, but fails to provide anti-doping education to the athletes, it will be fined 20,000 yuan; registration Units that do not provide athletes with banned drugs and provide anti-doping education to athletes multiple times in accordance with the provisions of the Chinese Bodybuilding Association will not be punished.
(3) If a coach provides prohibited drugs to athletes, he will be fined 40,000 yuan and banned from competition for 8 years; if a coach does not provide prohibited drugs to athletes, but fails to provide anti-doping education to the athletes, he will be banned from competition for 4 years.
(4) Provincial bodybuilding associations are the anti-doping management units for bodybuilding projects in their regions. They are obliged to assist the China Bodybuilding Association in carrying out anti-doping education and report the annual anti-doping situation in the region to the China Bodybuilding Association. , the China Bodybuilding Association only punishes units and individuals that violate doping management regulations, and does not punish provincial bodybuilding associations.
